Contract Award Announcement

We’re proud to share the successful completion of Phases 1 and 2 of the Lost Lake Septic System Improvement Project. The Eagle and Spruce systems are now fully operational and running at capacity, marking a major milestone in strengthening the community’s infrastructure. This work was made possible through two competitive grant awards that the CPIN team partnered with the Lost Lake Board to secure.

It has been a true collaboration. We’ve had the privilege of working alongside Tamara Cowles from the Department of Ecology; Jean Frost, Season Long, Kathy Xayavongsa, and Rick Thomas and the Thurston County team; Bo Russ and the RUSS Construction crew; and the dedicated Lost Lake Board. Eagle has been underway since 2024, with Spruce following in 2025.

We are now out for bid for Phase 3, which will repair and replace the Sunset, Fir, Hemlock North, and Hemlock South systems—funded by two additional grants secured by the CPIN team. CPIN will also serve as Project Manager for this next phase. Additionally, we’ve recently been shortlisted for funding for Phase 4, anticipated in July 2026, to address the Maple North and South systems.

To date, we have helped secure nearly $2.5 million in grant funding, supporting critical infrastructure improvements that help residents remain in their homes while protecting local waterways.

Project Overview

Lost Lake Resort is upgrading its septic systems to ensure a safe and efficient infrastructure for the community. These projects are funded by grants from the Department of Ecology. The project involves:

Project Site 1a (Sunset Loop - 12 Units)

  • Repurpose existing 3,000-gallon septic tank as a trash tank
  • Install one (1) NuWater BNR1500 aerobic treatment unit
  • Install new transport piping
  • Construct two (2) sand drainfield beds totaling approximately 1,440 square feet
  • Perform pressure testing, coordinate County inspections, and complete backfill following approval

Project Site 1b (Fir - 27 Units)

  • Repurpose existing septic tanks as trash tanks
  • Install three (3) NuWater BNR1500 aerobic treatment units
  • Install new transport piping
  • Construct three (3) sand drainfield beds totaling approximately 3,240 square feet
  • Perform pressure testing, coordinate County inspections, and complete backfill following approval.

Project Site 2a (Hemlock North - 29 Units)

  • Repurpose two (2) existing 3,000-gallon septic tanks as trash tanks
  • Install three (3) NuWater BNR1500 aerobic treatment units
  • Install new transport piping
  • Construct a drainfield consisting of three (3) sand-lined beds measuring approximately 10’ x 116’
  • Perform pressure testing, coordinate County inspections, and complete backfill following approval.

Project Site 2b (Hemlock South - 22 Units)

  • Install two (2) new 1,600-gallon trash tanks
  • Install two (2) NuWater BNR1500 aerobic treatment units
  • Install new transport piping
  • Construct a drainfield consisting of three (3) sand-lined beds measuring approximately 10’ x 88’
  • Perform pressure testing, coordinate County inspections, and complete backfill following approval.

All projects will require detailed planning, professional execution, and strict adherence to safety, environmental, and cultural survey requirements.

Project Budget Allowance

  • Project 1: Up to $429,287.00
  • Project 2: Up to $448,366.00

  • Submit sealed bids to:

  • No bid bond required. Upon contract signing, either a Performance and Payment Bond or the 10% retainage option must be provided.
  • Clearly outline bids for each project.
  • Bids must comply with the plans and specifications provided.
  • The bid award shall be made to the lowest responsible bidder.
